The times are changing and this party is growing. As morals decline, the Christian Heritage Party becomes the obvious choice. We have established a National Office in Ottawa at the Heritage Place building, close to the Parliament buildings. Our new National Director is Tom Sabourin. Tom is fully bilingual and has a background in the military and as a pastor.
Ron Gray has visited Guelph twice in the past 3 months. Ron is running for Member of Parliament for the Christian Heritage Party in the by-election in Hull-Aylmer, Quebec. Be sure to read about this on pages 6 and 7. The first Christian Heritage Party candidate has been elected in New Zealand.

GAMBLING VERSUS SECURITY Part 2 by Gord Truscott
Part 1 focused on the history and results of lottery and slot machine gambling in Canada. Now read about the snare of getting something for nothing. Those who work hard for their living appreciate the struggle involved. Those who are handed instant wealth often cannot comprehend or respect the value of the gift. A couple in Florida won $27,000,000 and divorced. The wife stated that money changes a person. In this case millions of people contributed and their contributions sparked changes which led to a divorce.
Proverbs 3:5-6 (NIV) reads: "Trust in the Lord with all your heart and lean not on your own understanding; in all your ways acknowledge him and he will make your paths straight." Reliance upon, or hope in gambling receipts does not demonstrate trust in the Lord. A co-worker of mine suggested that Satan has a hand in determining who receives lottery winnings in order to disrupt relationships with God.
Some people say that God wanted me to win. If this is true then did Satan want you to win also? Some actually do turn all of their winnings over to charity. What about the poor souls who gambled what they could not afford and lost it? What of the fathers and mothers of children who go hungry, must suffer financially or who must resort to welfare to supplement their original earnings, which would have provided for their families? What about problem gamblers who turn to stealing because they cannot stop gambling or find that gambling is their only hope? Does tarnished money make the giving of gambling winnings to charity a noble enterprise?
The Bible proclaims faith in God rather than reliance upon chance. We read of Jesus telling Peter to fish for a coin to pay the temple tax of both Peter and Jesus. We do not read of Jesus gambling, though He knew more than others did and could have made a business of relieving others of funds. In the miracle of feeding the 5,000 (found in all four gospels, including Mark 6: 30-44), Jesus did not rob some to give to others, rather He shared that which had been given.
In Canada the return from gambling is about 30%. An average investment of $3,300,000 would make a person a millionaire. However, Canadian tax laws provide greater security through donation to any registered charity. The average taxpaying Canadian stands to gain a 40% rebate of their donation through donating to the charity of their choice and claiming it on their income tax - guaranteed. This use of funds significantly benefits the charity and provides the donor with the certainty of a fixed return. Provided that a worthwhile charity is chosen, everybody wins! The charity's designated clientele are helped. The charity's staff, whether paid or volunteer, are assisted. The donor feels good about contributing. God smiles upon all in this scenario. Donating ensures no compromise of standards, no question of the benefits, no preying upon the weak and leaves the donor feeling blessed.

Brian: Mr. Gray, what do you sense will be the big issues facing the party in terms of platform issues that Christians will need to unite on and have a greater sense of political unity to give Christians a sense that the party is addressing the types of issues that are on Canadians' hearts?
Ron Gray: There are a number of issues that the Christian Heritage Party will feature. We have advocated what we call a family-friendly tax credit. That would provide a refundable tax credit of $1,000 a month to any family where one of the parents chose to stay home and raise their own children. We are encompassing several packages in that. One simply is that this is a way of addressing the problem of unemployment.
This would open more than a million and a half now existing jobs, which is more than the number of officially unemployed people. There are a lot of unemployed people who have fallen out of the workforce. We think that it would have the effect of bringing the unemployment down below 5%. Most of the jobs that would be opened up would be entry-level jobs, which would be advantageous to youth unemployment, which is the sector where it is worst. But the other thing that it would do, would be to provide better care for the children. Parent care is the best care of all. We've now got almost two decades of longitudinal research that shows that institutional day care, even the best of it, actually harms children. The younger they are, the more that it harms them.
By giving the children better care, parent care at home, we will be doing something for future generations. We will be reducing crime, substance abuse, family breakup and family violence decades into the future
. That is one benefit. It will strengthen the family. The family is the foundational unit of our society. It would be economically advantageous to those families. That's why it's a voluntary program. They would choose it if they saw it being to their advantage. That would benefit them. So there would be several layers of benefits to the nation simply in the family-friendly tax credit.We want to begin working toward an overhaul of the criminal justice system. The tax credit is one that we would bring in right away, but the other changes would probably take time to get into the system. It's taken us a long time to get this far down the wrong path. It will take us a little while to get back.
I'd like to see the criminal justice system based on two pillars. The first is the Biblical principle of restitution. Suppose that somebody broke into your house and stole your computer and went out and fenced it. He then bought drugs with the money and4
shot that into his arm and then we caught the guy. Your computer is gone; the money is gone. We throw him in jail and it costs you extra money to keep him in jail. It would be better if we put that guy to some useful work, paid him for that work, or if he already has a job, let him keep working to support his own family rather than putting them on welfare. Then make him buy a new computer so that he is confronted with the consequences of his own actions. That makes it a teaching experience. Two-thirds of the spaces in our prisons are occupied by non-violent offenders who shouldn't be in jail at all. They should be making restitution to their victims. Once they are out, we don't need to build new prisons.
We can then concentrate on the second pillar, which is public safety. People who truly are a danger to society, violent offenders, sexual offenders, drug pushers, pornography distributors, people who are doing things to harm the society should be taken out of circulation. This should not be for just a short time, but till we are convinced that they are no longer a danger. So I'd like to see the criminal justice system transformed to those two principles, restitution and public safety.
We want to address the question of getting the nation out of debt
. Several governments, including the federal government have worked toward what they call a balanced budget. Let me say that I don't believe them. I do not believe that our budget is balanced because they have had to go into the UIC funds, the civil service pension funds in order to achieve what they call a small surplus. But even if we granted that it was balanced, they have done nothing to address the 650 billion dollars of debt. It is a staggering debt that we are saddling our children with. Some people think that we are a party only of moral issues. Well, forgive me but this is a moral issue here. Theft is a moral issue, stealing money from our children. We need to address that. We need to take the responsibility to pay off that debt.We figure that the only way to do that is to treat the national debt like a national mortgage. You make monthly mortgage payments. I make monthly mortgage payments. Most Canadians make monthly mortgage payments. Most of it goes to the interest. The same would be true here. Now we would budget 4 billion dollars a month to be our national monthly mortgage payment. We are already paying 3 billion a month in interest. The other billion would go toward the principle. And in forty years, maybe less, we would have a national mortgage burning.
We would give our children a debt-free nation, which we believe is God's intention. Among the blessings that He promises for being obedient to Him is that you will lend and not borrow. That is one of the very urgent questions that we would address.6

Hull-Aylmer By-Election Opportunity for all Canadians
The recent resignation of Marcel Masse from Parliament opens an important possibility of vital interest to all Canadians. There will be a by-election to replace Marcel Masse in Hull-Aylmer (Quebec). There will also be by-elections to replace Sergio Marchi in Toronto and Sheila Finestone in Montreal; but the Hull-Aylmer by-election is a unique opportunity. Why? Because the leader of a national party will be a candidate there. No, not Joe Clark, who used to live in Aylmer -- Ron Gray, leader of the Christian Heritage Party, who moved from B. C. to Quebec two years ago to demonstrate his party's commitment to reconciliation as the key to national unity. It's important for all Canadians to support Mr. Gray's candidacy, for several reasons:
* None of these by-elections can change the Government; none can change the Opposition; but this one in Hull-Aylmer can send a CONSCIENCE into Parliament.
* The CHP is the only party that defends the 'supremacy of God' clause in the Canadian Constitution. The importance of this clause in defining Canadian democracy cannot be over-stated; without a higher, transcendent standard to guide a democratic government, majority rule inevitably degenerates into the 'Law of the Jungle': whoever can amass the most power controls everyone else. We need the CHP in the House of Commons to remind Parliament of that fact.
* The CHP has been the only registered federal political party to oppose the corrupt practice of MPs using taxpayers' money to pay half their election bills. For that, alone, Mr. Gray should have every Canadian's support!
* The CHP has many good, practical and original policies, such as the 'Family-Friendly Tax Credit', which would strengthen families and reduce unemployment with no new expenditures, and would obviate the 'need' for the Liberals to impose an additional $12-15 billion tax burden for their national daycare plan. Giving Mr. Gray a platform in the House of Commons will gain exposure for those ideas, and then the Canadian public will be able to demand action on them from Parliament.
